Foundation Chain: Multiples of 12 + 3
Row 1: skip 3ch, make 1tr/dc in each of next ch, turn.
Row 2: make 3ch and skip first st, *1tr/dc in each of next 3tr/dc below, 1ch, skip 1st, 1tr/dc in each of next 3tr/dc below, 1ch, skip 1st, 1tr/dc in each of next 4tr/dc below; rep from *, work last tr/dc in third ch, turn.
Row 3: make 3ch and skip first st, * 1tr/dc in each of next 3tr/dc below, make a (short) cord: work 24 chs, skip 1ch, make slt in each of next 23 chs.
Making a first loop: pull the cord behind 2tr/dc of Row 1. Adjust the loop and work slt into the end of the cord.
Work 1tr/dc in each of next 3tr/dc below, make a (short) cord, work a second loop: pass the cord through a left side of the first loop from front to back, then pull the cord behind 2tr/dc of Row 1. Adjust the loop and work slt into the end of the cord.
